On the Strategic Considerations and Path Selection of Integrating Ecological Civilization into Economic Construction

把生态文明建设融入到经济、政治、文化和社会诸建设,是党的十八大和十八大以来,不断深化和巩固涵盖生态文明建设在内的中国特色社会主义"五位一体"建设事业总布局的既定战略,也是建设生态文明的重要实践路径。这其中,"融入"是活的灵魂,体现了生态文明建设与经济社会发展的同步战略,更内在地蕴含了生态优先、保护优先战略理念。本文就生态文明建设如何融入经济建设,对其战略考量、实施路径加以探讨。基本结论以为,一是坚持底线思维,兜住不发生重大生态系统灾难的底,因而,必须坚持环境保护的基本国策,对传统产业调结构、转方式;二是坚持五化同步思维,确保新五化建设与五位一体建设总布局相得益彰,因而要走好绿色、低碳和循环发展之路;三是坚持开放和前瞻思维,面向生态文明新时代、新潮流、新趋势,积极构筑现代生态产业发展体系,夯实生态文明建设的物质产业基础。

Integrating ecological civilization into the economic, political, cultural and social construction, is an established strategy to deepen and consoli- date the construction of ＂ five in one＂ socialism with Chinese characteristics, since the 18th Party Congress. ＂ Integrate＂ is a living soul, it embodies the strategy that keeping the synchronization of construction of ecological civilization and economic and social development, it also contains the concept of ＂ ecology first＂ and ＂protection first＂. In this paper, we discuss the question of how to integrating ecological civilization into the economic construction. The basic conclusions are： Firstly, insisting on the bottom - line thinking, holding on the bottom - line that dont let major ecosystems disaster happen, insisting on the basic national policy of environmental protection, adjusting the traditional industrial structure, transforming the mode of development. Secondly, insisting on the five - strategy simultaneously thinking, we must go a green, low - carbon and cyclic development way. Thirdly, insisting on open and foresight thinking, facing on the new trends of ecological civilization, constructing modern ecological industry developmental system, lay a solid industrial foundation to development of ecological civilization.
