摘要
基于空间经济视角,采用2012-2015年《中国环境统计年鉴》数据,对长三角"两省一市"和15个重点城市对长三角区域大气污染的影响率进行了测算,得出了二氧化硫、氮氧化物、烟(粉)尘、工业废气排放、机动车污染排放、生活排放六个因素的区域影响率。"两省一市"中,江苏对长三角区域大气污染影响率最大,超过50%;工业、机动车和生活的污染物排放中,工业对长三角区域大气污染影响率最大,超过70%;15个重点城市中,上海、苏州、徐州是长三角区域大气污染排放的重点城市。因此,须借鉴发达国家大气污染治理先进经验,建立长三角区域合作机制和市场交易机制,完善法律、法规体系,从而达到治理污染的目的。
From the perspective of spatial economy,the paper uses the data of China Environmental Statistics Yearbook(2012-2015)to estimate the contribution rate of Zhejiang,Jiangsu and Shanghai and 15 key cities to the air pollution of the Yangtze River Delta region.The study calculates the regional contribution rates of the sulfur dioxide,nitrogen oxides,smoke(powder)dust,industrial emissions,and motor vehicle pollutant emissions.The regional air pollution contribution rate of Jiangsu is the largest,accounting for over 50%.As to the air pollutant emissions from industry,motor vehicles and daily life,industrial contribution rate is the largest,more than 70%.In 15 key cities,Shanghai,Suzhou and Xuzhou emit more pollutants to the air than the rest.Based on experience of developed countries,efforts should be made to establish a regional cooperation mechanism and market transaction mechanism,and perfect legal systems.
