基于社会责任的绿色矿山政策研究

Study on the Policies of Green Mine from the Perspective of CSR

绿色矿山建设是新常态下绿色发展的重要内容。绿色矿山建设具有典型的社会责任属性,矿山企业的履责能力、履责意愿和履责环境制约着绿色矿山建设的深入开展。借鉴欧盟CSR政策分类方法,建立了社会责任政策分析框架,并应用于我国绿色矿山政策设计,构建了由促进政策、信息披露政策和支持政策构成的绿色矿山政策体系。针对当前绿色矿山政策存在问题,提出了强化经济激励、拓展合作渠道和规范信息披露等建议。

Under the new normal, green mine construction is an important aspect of green development. Green mine construction has the typical property of CSR. The responsible capability, consciousness and environment restrict the further development of green mine construction. According to the methodology of CSR policy classification of the European Union, the analysis framework of the public policy of CSR is established and applied to design green mine policies. The policy system of green mine is constructed, including promotion policies, information disclosure policies and supportive policies. Aiming at the problems of the existing green mine policies, recommendations including strengthening economic incentives, expanding the cooperative channels and enhancing in- formation disclosure, are also proposed.
