Governmental Effectiveness and Influence of Urban Community: Taking Zhejiang Province as an Example

居委会边缘化、业委会成立难、物业管理混乱、业主维权活跃,这些问题主要在于居委会、业委会和物业公司之间的关系没有得到有效厘清。目前,学术界关于基层社区自治主体的未来取向,存在退出说、并存说和整合说,但三种假说在解决社区基层问题上既表现无力,也存在自身内在缺陷,而社会复合主体治理结构在杭州城市治理中具有较好的绩效表现。因而,在对杭州西泠印社与社区基层自治主体进行拟合分析后,从治理结构和运作机制两方面分析了居委会-业委会-物业公司社会复合主体治理结构,并运用现实案例对其绩效表现进行反面论证,以期为我国基层社区治理结构创新提供有益启发。

The marginalization of Residents＇ Committees, the difficulty of establishing Homeowner Associations, the confusion of property management and the high-frequency of homeowner＇s right protection are rooted in the unclear relationship of Residents＇ Committees, Homeowner Associations and Property Management Companies. And these three organizations reflect the relationship of the state, the society and the market. There are three kinds of hypotheses about the future orientation of the community autonomy in the current academic circles, which are exit, coexistence and integration. The three kinds of hypotheses not only show low performance in the community autonomy, but also have its own inherent defects. However, Social Multiple Agents has a good urban governance performance in Hangzhou. Therefore, based on the fitting analysis of Xiling Print organization and the subjects of the community autonomy, this article puts forward Social Multiple Agents of Residents＇ Committees, Homeowner Associations and Property Management Companies from two aspects of governance structure and operation mechanism, and uses some cases to demonstrate its performance from the opposite aspect, which is aimed at providing some useful enlightenment on the structural innovation of Community Governance.
