城市“老漂”群体实态:一个副省级城市证据

The Real Status of Urban "Old Drift" Group: Taking a Sub Provincial City as an Example

异地养老给城市"老漂"群体带了基础福利不健全,特殊福利难以享受、公共福利未惠及、精神福利被忽视的福利困境。城市"老漂"群体"福利缺失"的症结主要在于不完善的户籍制度、不健全的社会保障体系、不完善的社区服务以及不成熟的专业力量。城市"老漂"群体的福利提升需要以户籍制度与社会保障制度改革为基础,重视基层社区的作用,同时引入社会工作等专业力量,以促进城市"老漂"群体适应城市、融入社区,实现福利的"同城"待遇,提升其生活质量。

Off-site pension results in the welfare dilemma of the elderly migrants. For them, the basic welfare is insufficient and it is difficult to enjoy special welfare. The public welfare is not available for anyone and their mental welfare is ignored. The lack of welfare of the elderly migrants mainly caused by the following factors：l）the unreasonable household registration system;2）insufficient social security system;3）incomplete community services;4） immature professional strength. The elderly migrants＇ welfare should be enhanced on the basis of reforming household registration and the social security system,and we should pay more attention to the role of grass-roots communities. At the same time, social work and other professional power should be introduced to promote the elderly migrants to adapt themselves to the city and integrated into the community and realize the same level welfare as the urban residents and finally improve the quality of life.
