建立中国地方财政重整制度,应积极推进地方财政重整理论研究与宣传,定期开展清产核资和价值评估,明确界定各级地方政府事权和支出责任,严格党政干部任期制,并建立中国地方政府财政重整技术标准和法律程序等制度规范,如地方政府财政重整标准、地方政府财政重整程序、维持基本公共服务、构建地方政府财政重整法律体系等。

To build the Chinese local fiscal restructuring system, we should promote the theory research and publicity of the local fiscal restructuring, implement asset and capital verification and value assessment regularly, define the authority and expenditure responsibilities of local governments at all levels clearly, tighten tenure system of party and government officials, and establish the technical standard and legal regulations of Chinese local fiscal restructuring system, such as local fiscal restructuring standards, local fiscal restructuring procedures, maintenance of basic public services, and the construction of local government fiscal restructuring legal system.
