上海市公办养老机构长期照护的困境及其对策探讨

The Dilemma and Countermeasures of Long-term Care for Public Pension Institutions in Shanghai

本文通过对上海市公办养老机构进行调研,分析了公办养老机构长期照护现状和困境,并提出了公办养老机构长期照护的改进措施,具体包括:建立长期照护保险制度,完善服务供给,减轻后顾之忧;推进老年照护统一需求评估体系,提供"一站式"的综合服务;加强顶层设计,完善长期照护服务人力资源及监管机制;改变管理方式,实现养老机构管理的内涵式发展是实现养老长照服务可持续发展的重要路径。

Taking a welfare institute in Shanghai as an example, based on the analysis ofcurrent situation and difficulties of long-term care for public pension institutions, this paper puts forward the improvement measures for the long-term care of public pension institutions which is to. 1. establish a long-term care insurance system and improve the service supply; 2. promote the elderly care needs assessment system to provide a one-stop integrated service; 3. strengthen the top-level design to improve the long-term care services, human resources and regulatory mechanisms;4. change the management mode to realize the connotation development of the management of the pension institution. All these above are important ways to realize the sustainable development of the old age pension service.
