边缘海是中国海洋的主体,对中国的海洋安全稳定意义重大。建国以来经过近岸防御、近海防御、远海作战等战略的演进,以及以维护海洋为主、发展海洋经济为主,海洋安全与海洋经济协同发展等阶段的演变,边缘海政策建设取得了长足的进展。从目前来看,边缘海政策在架构与体系的完善,政策制定、执行与监督的衔接,海洋法律法规与应急机制的健全,政策重点与倾向的前瞻性等方面仍存在一些问题,需要从体系架构方面建立完整的海洋政策体系与法律体系,管理执行方面加强部门协同,树立综合的海洋观,监督保障方面建立海洋监控体系与应急管理机制,理念思想方面加强海洋理论研究,提升海洋意识。
