摘要
河北省在进行京津冀生态支撑区建设时,如污染治理、节水改造和造林绿化等多数项目可用PPP模式开展,运作方式可采用BT和BOT,以经营收费和政府采购为主要方式实现项目的投资回报.在私人投资或政府与私人联合投资的基础上,积极拓展排污费、排污权有偿使用费、区际生态补偿等多种资金渠道.同时,应注意避免出现发展过快、逆向选择、合同不完善和监督管理力度小等问题.
The writer of this paper claims that it is constructive to apply the public-private-partnership in the construction of ecology in Beijing-Tianjin-Hebei by BT and BOT in treatment of pollution,water preservation and afforestation.The management fees and government procurement may act as the principal way to achieve the return on investments which promote the funds and proper means of using sewage charges,and emission rights fees.
