基于天中直流配套电源的西北—华中跨区辅助服务补偿模式研究

摘要 结合天中直流控制区配套电源的运行特点,梳理了"河南火电对天中配套电源"、"天中配套火电对河南全部电源"、"天中配套火电对配套新能源"共三个层面的辅助服务提供、受用链接关系,并针对西北、华中区域补偿标准的差异,按照天中配套火电为新能源提供辅助服务单位成本与新疆疆内保持一致的原则,确定了三个链接关系下的补偿额度、资金流向以及各电源个体的返还、分摊方式,并推导出天中配套电源独立的辅助服务补偿标准,从而形成了西北—华中跨大区辅助服务补偿的基本体系,为推进跨大区辅助服务市场化建设作出了有力探索。 In combination with the operation characteristics of Tianzhong DC Project supporting power, this pa- per sorts out the ancillary service providing-accepting relationship from the three aspects: " Henan thermal power to Tianzhong DC Project supporting power"; " Tianzhong DC Project supporting thermal power to Henan power " ; " Tianzhong DC Project supporting thermal power to supporting new energy ". It also deter- mines the amount of compensation, capital flows and the way of return and sharing in the three links, deduces independent auxiliary services compensation standard of the Tianzhong DC Project supporting power, thus forming the basic system of the northwest-central China inter-regional auxiliary services compensation, and making a strong exploration to promote the construction of inter-regional ancillary service market.
