以D县为案例,分析PPP模式下政府、企业以及资本方在合作过程中的主体行为选择,剖析主体行为变异带来的合作困境导致了项目破产,深入探讨资本"盘活"下的认知分歧、政策偏离和利益追逐,并从契约、设计、法律、风险等方面提出推动PPP模式发展的政策性建议。

By studying Industrial Park as an example, we can analyze the selection of subject behavior in government, en- terprise and the financial institutions under the mode PPP and analyze the cooperation dilemma brought by variation in sub- ject behavior. At last, the author makes some policy recommendation to promote the development of PPP mode.
