城市外交的内陆模式--以“一带一路”中的中国内陆城市为例

The Mode of Inland City Diplomacy:Exemplified by China's Inland Cities under the Background of “One Belt One Road” Initiative

关于城市的外交角色,主流的理论研究认为地理区位对于城市的外交角色有着至关重要的影响,沿海、沿边城市的国际化联系更紧密,其外交角色也更突出。故而,学界忽视了对内陆城市外交角色的考察。内陆城市在地理位置、国家战略中的定位以及经济发展水平等方面与沿海、沿边城市存在着很大差异,在外交上也扮演着独特的角色。本文认为,相比较沿海沿边城市,内陆城市外交形成了内陆模式,而决定内陆城市外交角色的因素包括国家战略、制度设计和国际化水平。本文通过对西安、银川两个内陆城市的城市外交案例考察,发现重视对接国家战略、挖掘本地资源优势、塑造城市自身特色、拓展国际交往空间是城市外交内陆模式的基本内涵。

Speaking of the diplomatic role of cities, mainstream theory emphasizes the impact of geographical location. Thus, those coastal and border cities are playing more important roles in diplomacy and are generally more active in international activities. Therefore, the diplomatic roles of inland cities are neglected. Different from coastal and border cities in the aspects of geographical location, national strategy positioning and economic development, inland cities are playing unique roles in diplomacy. This article considers that the inland cities have developed their own mode of city diplomacy which determined by national strategy, institutional design and internationalization. By examining the cases of Xi＇an and Yinchuan, this article concludes the mode of inland city diplomacy as docking national strategy, tapping local resources, constructing city characteristics and promoting international activities.
