从赶超型发展战略视野反思供给侧结构性改革

A Reflection on Supply-Side Structural Reform from the Perspective of Catch-Up Development Strategy

供给侧结构性改革的一个核心问题,是如何理顺政府与市场的关系,校正因政府对市场的过度干预而引起的资源配置低效率。而之所以会存在政府对市场的过度干预,是因为我国长期实行的是赶超型经济发展战略,这种发展战略是建立在抑制市场机制的基础上,而强制性的资本原始积累任务还没有终结。要解决供给侧结构性改革所面临的体制性障碍,就必须全面深化改革。但是,改革的力度又不能超越发展(水平)所能承受的程度。我们对供给侧结构性改革的长期性、艰巨性必须有足够的思想准备。

One of the core issues in the supply- side structural reform is how to straighten out the relationship between government and market and rectify the inefficiency of resource allocation caused by excessive market intervention by government. The reason why there is excessive market intervention by government is that China has long implemented a catch- up economic development strategy,which is established on the basis of market control mechanism while the mission of mandatory primitive accumulation of capital has not yet ended. The reform should be deepened comprehensively to break the institutional obstacle in the supply- side structural reform. However,the intensity of reform shall not beyond the reach of development level. We should make enough psychological preparation for the long- term nature and arduousness of supply- side structural reform.
