网络舆情治理的主体参与满意度评估体系研究

The Construction of Index System of Subject Participation Satisfaction in Governance of Internet Public Opinion

【目的/意义】网络舆情治理的主体参与正在由单一转向多元,如何配置相应的指标体系考察网络舆情治理主体参与的满意度是学界必须回应的重要议题。【方法/过程】采用德尔菲法,通过两轮专家调查建立满意度的指标体系,并计算各个指标的权重。【结果/结论】验证了指标体系对政府网络舆情影响力评估的有效性,相对于定性指标,本指标更加客观、全面、高效,对于网络舆情管理具有积极意义。

[Purpose/significance]The subject participation of network public opinion governance is changing from single to multiple, and how to configure the corresponding index system to examine the satisfaction of network public opinion gover- nance subject participation is an important topic that academic circles must respond to. [Method/Process] Using Delphi method, through two rounds of expert survey to establish satisfaction index system, and calculate the weight of each index. [Result/Conclusion]The effectiveness of the index system on the evaluation of the public opinion influence of the govern- ment network is verified. Compared with the qualitative index, the index is more objeetive, comprehensive and efficient. It has positive significance for the network public opinion management.
