Since the C.P.C 18th Party Congress, comrade Xi Jinping, as secretary general, has issued a set of important speeches on administering state affair and government and presented new concepts, new thoughts and new strategies, thus coming into systematic state-governing ideas. His ideas compose a profound scientific system, with rich and deep connotation.
