我国少年司法社会工作的实践困境及行动策略——以B市实践为例

The Practical Dilemma and Action Tactics of China's Juvenile Justice Social Work:The Case of B City

少年司法社会工作的开展,对少年犯罪预防具有重要意义,然而其在我国实践的深度和广度有待推进。在过去的七年里,B市实现了社会工作在少年司法领域的理念嵌入、服务嵌入和制度性建构。笔者以B市的少年司法社会工作实践为背景展开研究,研究结论认为:行动者曾遭遇了合法性、资源性和专业性三类困境。面对以上困境,行动者采取了模糊界限的变通、文化资本的运用、专业价值的回归等系列行动策略,推动了B市少年司法社会工作的快速发展。

The development of juvenile justice social work is of great significance to juvenile crime prevention. In the past seven years, B has realized the concept of social work in the field of juvenile justice embedding, service embedding and institutional construction. The author takes the practice of juvenile justice social work in B city as the background, and the conclusion is that the actors have suffered three kinds of dilemma： legitimacy, resource and professional. In face of the above predicament, the actors adopted a series of strategies, such as the variation of fuzzy boundaries, the use of cultural capital and the return of professional values, which promoted the rapid development of juvenile justice social work in B city.
