基于风险收益的角度,从承担风险与收益分配相匹配的原则出发,设立了确定科研成果转化的基本原则,之后运用综合分析法,确定和考虑了科研人员研发投入和所承担的风险,给出虚科研工作成果中确定收益分配比例的一个计算方法。基于此,提出制定单独的科研成果转化收益分配机制、在法律法规的角度和层面明确收益比例确定方法、科研机构独立进行成果收益评估的权利以及设立第三方成果转化推动机构促进成果转化实现的对策建议。

Based on the perspective of risk and return, from the principle of the establishment risk and income distribution to match , make the basic principles for determining the transformation of scientific achievements. Using the comprehensive analysis method, determine and consider the investment of scientific research and bear the risks , determined a computing method of the profit allocation proportion. Based on this ,put forward the countermeasures and suggestions, including： work out a transformation of income distribution mechanism, clear revenue and proportion determined methods in the level of laws and regulations , research institutions have the assess right of independent income , set up the third party achievements pushing mechanism .
