摘要
美国小企业投资公司计划(SBIC)是美国运行良好的PPP项目之一。作为支持美国小企业创新和发展的投资工作,SBIC自实施以来撬动了大量的社会资本投向小企业,促进了小企业的发展。通过对SBIC计划工作流程和机制等方面的介绍,总结发现其在运行上具有审批严格、杠杆作用明显、组织结构灵活、银行投资积极性提高等特点。这些都可以为提高我国财政资金利用效率提供新的思路,但是也需要注意其适用性。
SBIC is one of PPP programs which are in good operation. For supporting innovation and development of American small business, the program of SBIC have guided amount of social capital investing in small business since it was carried out. The paper introduced the procedure of becoming a SBIC and administrative regulation of SBIC program. And it summarized the characteristics of the program： strict system of examining and approving the application, obvious leverage, flexible organizing structure, active enthusiasm and so on. In the last, it put forward some enlightenment for improving the efficiency of China＇s fiscal fund for innovation.
