网络化治理视角下的病死猪无害化处理机制

The Mechanism and Its Enlightenment of Concatenation between the Policy-type Insurance for Pigs and Dead Pig Innocuous Treatment:In the Perspective of Network Governance

病死猪处理是困扰畜牧业者的难题之一。作为病死猪污染网络治理机制的实践,浙江省龙游县在原能繁母猪保险基础上,将全县所有生猪纳入保险,同时调整政府财政投入的方向,将原用于直接补贴养殖户的资金转为补贴病死猪无害化处理企业。区域性无害化处理中心的建立,使涉农财政投入形成了合力,提高了使用效率,并演变成一种有效的污染治理模式:全县病死猪从分散处理转向集中处理、从单纯注重"无害化"转向"无害化、资源化"并重、从处理终端扩展至"收集—处理"全过程。

Disposal of dead pigs is one of the problems for the animal husbandry. All pigs are included into insurance on the basis of the sow insurance in Longyou County. The government investment supports Infrastructure construction from producers. The dead pigs were treated by the farmers before the construction of regional harmless treatment center. The dead pigs are treated by the center centrally.The treatment process focuses on the harmlessness and resourcefulness instead of harmlessness, on the whole process of collection and treatment. Financial funds in agriculture formed a joint force, therefore, the application efficiency of financial funds is improved, and financial funds evolved into an effective model of pollution control.
