经济新常态下矿山环境保护的制度供给策略

Strategy on institutional supply of mine environment protection under the new normal of economy

矿山环境保护是推进生态文明建设和建设美丽中国的重要组成部分,也是践行中央构建和谐社会的基本要求。本文深入分析了经济新常态下矿业产业面临的现实发展困境,如何顺应矿业市场低迷的新周期,加强矿山环境制度供给侧改革,提出了适应新常态的完善法律法规、明确矿业权属、落实责任主体、完善矿地保护等制度供给的对策建议,对经济新常态背景下的我国矿山环境保护相关制度建设提供一定的理论指导。

Mine environment protection is an important part of promoting the construction of ecological civilization and building a beautiful China.It is the basic requirements of setting up a harmonious society from the central government.This paper analyzes and researches the realistic development dilemma of our mining industry under the new economic normal.How to adapt to current depressed mining market,and strengthen polices supply of mine environment protection.It provides theoretical andysis and policy advices on mining laws and regulations, mining rights,responsibility and mine land protection from their institutional supply.In the context of new economic normality,the results could provide some theoretical guidance for the associated institution construction of mine environment protection in China.
