在"两强众弱"的地区结构中,两大国共同发挥领导作用,其他中小国家采取双追随政策,构建起一种双重领导型地区秩序,将最有利于地区的稳定与繁荣。双重领导型地区秩序将"分享"和"共同"作为核心原则,强调两大国应在相同领域分享权力并共同领导。地区秩序的构建分为内外两个方面。内部构建需要注意两大国之间的关系、两大国与众小国之间的关系以及地区整体三个方面。两大国需要进行目标和利益的协调,采取共同行动,减少小国的偏向行为,并以循序渐进的方式推动地区机制的有效运行。而在外部构建的过程中,需要控制地区外部因素的影响,协调地区内各国对待外部因素的政策,促进相同政策的制定和实施。根据两大国在地区内部既有地位的不同,地区秩序的构建过程可划分为平衡型构建和差异型构建两种类型。尽管两种类型都强调和遵循"共同"和"分享"的原则,但在差异型构建中,"分享"原则更为关键,特别需要关注主导国的分享意愿。崛起国在同主导国一起进行差异型构建地区秩序时,需要弥补自身短板、加强与中小国家发展关系、寻找共同利益并创设共同参与的有效的地区机制。

In the'two strong several weak'regional structure,the two great powers together play a leading role,and other small ones follow them.Building the dual leadership regional order will contribute to the region's stability and prosperity.The dual leadership regional order take'share'and'unite'as core rules,and emphasize that the two great powers should share authority and co-leadership in the region.The construction of regional order includes two aspects:inner and external.The inner construction of regional order needs three aspects:the relations between two great powers,the relations between two great powers and other small countries,and the integrity of the region.The two great powers need to coordinate their goals and interests,to take joint action,to reduce small countries'secund policy,and to promote the effective operating of regional mechanism gradually.In the external building process of regional order,the region should control influence from external factors,coordinate the regional members'policy to the external factors,promote the same policy's making and implementation.According to the two great powers'different positions in the region,the building process of the regional order would be divided into two types:symmetrical construction and asymmetrical construction.The two types emphasize and follow the'share'and'unite'as core rules,but in the asymmetrical construction where the rising power needs to pay attention to the leading country's share will,the rule of'share'is critical.In the asymmetrical construction,the rising power need to make up for the deficiency,enhance the relationships of the small states,and search common interests and establish the efficient regional mechanism which all countries could participate in.
