美国联邦政府电子Records管控政策研究

电子records在我国政府和企事业单位中的应用日趋广泛,国内对电子Records管控的研究也取得了长足的进步和发展。但现存文献中系统性地针对国际上某一电子Records管控领先国的管控政策的研究尚不多见。本研究针对美国联邦政府,以其电子Records管控的政策体系为数据,应用内容分析法对其进行分析。分析结果的呈现以电子Records管控核心概念,电子Records管控政策体系以及政策的内容/要求等为基本顺序。文章最后总结了美国电子Records管控政策的特点。

Electronic records have been widely used in Chinese organizations, both public and private, and research on electronic records in China has made much progress as a result. However, few studies have been found that have investigated electronic records management policies of the countries commonly accepted as the leading ones internationally, nor have the studies utilized a systematic approach. Attempting to fill this gap, the present research selected the United States Federal Government as the exemplar of the leading countries, collected polices on electronic records management as data, and analyzed the policies us- ing the method of content analysis. Findings are reported in the order of core concepts, policy framework, and policy requirements. The article ends with conclusions and observations drawn from the findings.
