摘要
为推动我国的农村公路均等化发展,促进农村公路建设资金的合理、有效使用,在公平为主兼顾效率的原则下,提出了基于区间层次分析法(IAHP)及位置分布处理法的农村公路建设财政资金转移支付的分配模型与方法,并给出了应用实例,为科学、规范、合理地分配农村公路财政资金提供了参考。
In order to promote the rural road equalization development in China and regulate the allocation of construction fund, a new method for rural road construction fund allocation is proposed in this paper base on the IAHP and the principle of ＂putting fairness first, and giving consideration of efficiency＂. The model and the allocation method could be beneficial to the rural road strategic programming and construction fund allocation planning.
