黑龙江森工林区是我国重点国有林区之一,在我国经济和社会发展中占有重要的战略地位。进入20世纪80年代,该林区开始陷入"森林资源危机"和"企业经济危困"局面。黑龙江省森工林区所属的清河林业局也一度陷入"两危"困境,在重点林区实施"天然林保护工程"的过程中,清河林业局作为森工林区管理体制改革试点单位,率先在国有林区实行管护经营责任制,以创新管理体制为突破口,实行林区区域管理,内部政企分开;大力发展非林非木替代产业,发展林区社会事业。使清河林业局森林生态得到了保护,林区经济与社会持续发展,摆脱了多年的经济危困局面,林区百姓生活水平逐步提高。
