为加强农村集体"三资"管理,建立健全"三资"规范运作机制,必须建立健全财务收入管理制度,财务开支审批制度,财务预决算制度,财务公开制度,资产清查制度,资产台账制度,资产评估制度,资产经营制度,资源登记簿制度,公开协商和招标投标制度,资源承包、租赁合同管理制度,集体建设用地收益专项管理制度。要健全监督机制,强化民主监督机制、审核监督机制、会计监督机制、审计监督机制、责任追究机制。

In order to strengthen the rural collective funded management, establish and improve the ＂three capital＂ standardized operation mechanism ,we must establish and improve the financial revenue management system, approval system of financial expenses, the budget system, financial disclosure system, asset inventory system, assets ledger system, asset evaluation system, asset management system, resource register system, open negotiation and bidding system, resource management system contract, lease contract, collective construction land revenue management system. To improve the supervision mechanism, strengthening the democratic supervision, audit supervision system, accounting supervision, audit supervision mechanism and accountability mechanism.
