摘要
制造业产业转移是促进京津冀产业转型、提升区域整体竞争力与深化京津冀协同发展的重要途径。通过份额偏离分析法,对2005-2014年京津冀制造产业转移进行分析,认为具有三个特征:京津冀制造业均在不同程度的增长,但三地制造业结构效应和空间效应表现差异较大;京津冀三地制造产业增长同构现象比较明显,制造业细分产业空间效应表现不同;伴随京津冀协同发展深入,河北省承接产业明显,但不同制造业结构效应差异较大,空间效应差异较小。建议进一步完善京津冀地方政府之间协作机制,多方联合建立承接产业转移园与产业转移示范区,打破京津冀制造产业行业同构导致的资源错配,打造新的京津冀制造产业循环路径与网络,在制造业转移、重组与技术创新中提高企业群体的竞争效率,促使京津冀成为我国制造产业的重要增长极和参与国际竞争合作的先导区域。
The manufacturing transfer is an important way to promote industrial transformation, to enhance the overall com- petitiveness as well as to deepen the coordinated development of Beijing-Tianjin-Hebei Region. Via shift-share analysis, the manufacturing transfer of the region from 2005 to 2014 was analyzed with three characteristics as follows: first of all, the manufacturing industry in this region has developed in different degrees, but their structure effect and space effect of manu- facturing have great differences. Secondly, the isomorphism phenomenon of growth in the region is quite obvious and the space effect of sub-sector of manufacturing industry is different. Finally, with the coordinated development ofthe region, the industrial transfer of Hebei Province is apparent, but there are differences in various manufacturing industrial structure effect and space effect's difference is small. To make the region take the lead in international competition, we propose that the cooperation mechanism among the local governments need to be further perfected, the various undertaking industrial transfer platform should be established, the mismatch of resources caused by manufacturing industrial isomorphism should be broken, a new manufacturing industry circular path and network should be created. The same time, the industrial competitiveness needs to be improved during the manufacturing industrial restructuring and technological innovation.
