环境规制的技术创新效应研究——以湖南省为例

On the Technological Innovation Effects of Environment Regulations——A Case Study of Hunan Province

本文在深入剖析环境规制对技术创新影响路径的基础上,选取2003-2014年湖南省各市州大中型企业面板数据,对环境规制的技术创新效应进行实证分析。主要结论有,环境规制直接倒逼湖南制造业技术创新进步;社会需求、专利情况、人员投入与资金投入对技术创新水平均具有正向影响效应且社会需求变量对技术创新的贡献最大。文章最后就如何充分发挥环境规制的作用,加快湖南转型创新步伐,提出了相应的政策建议。

Based on in-depth research of the influence of environment regulations on technological innovation, this paper makes empirical analysis on the innovation effects of environment regulations, by using panel data of large and medium-sized enterprises of Hunan from 2003 to 2014. The main conclusions are that technological innovation of Hunan＇s manufacturing industry is directly pushed by environment regulations ;the positive influence on technological innovation can be attributed to social demands, patents, human resource and capital input, among which the social demands weigh the most. This paper then provides reasonable advice accordingly.
