基于GIS的“多规合一”技术方法研究——以哈尔滨市阿城区为例

Research on the technology of "multi rules unification" based on GIS—— Taking A Cheng District of Harbin as an example

我国规划种类多,部门规划之间协调性差,开展"多规融合"工作,对整合规划资源,促进土地集约利用起着重要作用。通过定性分析国民经济与社会发展规划、土地利用总体规划及城市规划之间的关系,梳理规划间的问题。通过ARCGIS平台对土规和城规数据进行空间叠加分析,找出两规存在的差异性图斑,并对其进行分析以及合理调试。基于两规差异性图斑,对症下药,从工作组织、规划编制技术、创建信息联动平台、基于项目建设等角度提出政策建议,推动"多规融合"工作的顺利开展。

China＇s planning variety, poor coordination between the departments of planning, carry out multi gauge integration work, the integration of resources to promote the intensive use of land planning,plays an important role.Through the qualitative analysis of the plan for national economic and social development, the relationship between the overall planning of city planning and land use planning, combing the the problem.Through the platform of ARCGIS and city planning planning and land data spatial overlay analysis, find out the differences of the two rules of patches, and carries on the analysis and reasonable debugging.The difference of two rules of an antidote against the disease spot,based on the work from the organization,planning,creation of information interaction platform,based on the perspective of project construction put forward the policy suggestion, to promote the integration of multi gauge ＂work smoothly.
