周恩来关于试办经济特区的设想及其思想启迪

On Zhou En-lai's Attempt to Establish Special Economic Zone

20世纪70年代初,周恩来敏锐地洞察到世界政治经济形势的新变化,参照台湾设立"出口加工区"的办法,提出试办经济特区的设想,并由此而升华,提出了台湾回归祖国,建立更大"特区"的设想。尽管周恩来提出的设立经济特区的思想还是很初步的设想,并且在当时的情况下也难以付诸实施,但却是一个重要的理论探索与尝试,并且对于改革开放初期创办经济特区,加快对外开放,无疑具有重要启示。

In the early 1970s,according to the changes of political and economic situation in the world^Zhou Enlai produced his ideas to establish the special economic zone with reference to the Export Processing Zone in Taiwan. Furthermore,he put forward the thought of Taiwan return to the motherland,to achieve the reunification of China. Although these ideas were still in the preliminary stage,and at that time,the situation was not available,there still are of great significance to setting up the special economic zone after the Reform and Opening up.
