摘要
当前,国际社会愈加重视学前教育质量监控体系对学前教育质量提升的作用。近两年,经济合作与发展组织和世界银行分别发布了关于学前教育质量监测与评估的新政策。经合组织的"强势开端Ⅳ"报告介绍了质量监控体系的质量观、目的和结构要素,并具体分析了机构服务质量、员工/教师质量和儿童发展质量等三大重点监控领域。而世界银行的"SABER-ECD"报告着重分析了国家学前教育政策评估视角下的质量监控体系。两大报告总结了国际学前教育质量监控体系的目标多元化、管理融合化和儿童发展评价过程性等发展趋势,这对我国学前教育质量监控体系的定位及建立具有参考价值。
The effect of quality monitoring system on the promotion of quality of early childhood education (ECE) has attracted importance to international community. The lat- est policies of early childhood education issued by OECD and World Bank Group also focus on the quality assessment and monitoring. Concept of quality, purpose and structure ele-merits on quality monitoring system are delineated by Starting Strong It/report which con- cretely analyses three scopes of the system : service quality, staff quality as well as child development and outcome. Furthermore the quality monitoring system is also well portrayed in the SABER-ECD report under the perspective of national ECE policy evaluation. In addition, the two reports summarize some common development tendencies of the quality monitoring system, such as the goal' s diversification, the management' s integration and the pro- cess evaluation on child development. At last some suggestions about the ECE quality moni- toring system are discussed.
