摘要
美国自1965年颁布"流动儿童教育计划"以来,相关的法案、计划以及有关机构等便随着社会需求而不断完善,流动儿童教育保障体系开始逐渐形成并不断发展。根据不同时期法案和措施的差异,可以将美国流动儿童保障体系的发展分为三个阶段。通过对不同阶段的补偿精神和教育手段的分析可知,美国流动儿童教育保障体系在理念、过程和不同角色变化等方面呈现出几个发展特点。
Since the United States promulgated the Migrant Education Program in 1965, a series of related federal acts, policies, administration departments and some innova- tions were designed to meet social needs. And the migrant educational subsidy system began to form and ameliorate. According to the differences of policies and means, the development of the migrant educational subsidy system can be divided into three historical stages. Based on analysis of the different historical stages, the migrant educational subsidy system shows some different characteristics in the concept, process and roles change.
