On Party-Governance

治党问题是20世纪八九十年代以来学术界涉及研究的问题,中共十八届六中全会专题研究全面从严治党。中国共产党是领导我们事业的核心力量,全面从严治党表明中国共产党是一个成熟与郑重的党,治党是为着更好地实现党的领导,治党彰显着党自觉和党自治,治党并不完全是党自身的事,还要有赖于党自身的外治,以及法治抑或民治,以实现对党忠诚与对人民忠诚的一致性为出发点和归宿点。

The issue of Party governance is one that continues to engage the academic community since the 1980s and 1990s. The Sixth Plenary Session of the Eighteenth Central Committee of the Communist Party of China made a special deci- sion on strictly governing the Party in a comprehensive manner. The Communist Party of China（ CPC ）is the core force to lead China＇s development. Comprehensively strengthening Party discipline shows that the CPC is a mature and responsible party. Party governance aims at improving the Party building and the Party＇s leadership, highlight Party discipline and Party autonomy. Party governance is not just about itself, but also depends on the Party＇s external governance, as well as the rule of law or the rule of people, so as to realize the consistence between loyalty to the Party and the Party＇s loyalty to people, which serves as both the starting point and destination for the Party＇s mission.
