论新型智库的核心能力及其提升的创新路径

On Core Capacity of New- Type Think Tank and Innovation Path of Its Upgrading

中国特色新型智库是国家治理体系中不可或缺的重要组成部分,也是国家治理能力中的重要力量。作为国家"软实力"和"话语权"的重要组成部分,新型智库在资政建言促进国家的良政善治、引领社会舆论传播正能量以及启迪民智等方面都具有深刻的影响力。新型智库能力的核心要素包括知识生产与运用能力、政策研究与设计能力、政策咨询与营销能力以及资源获取与增值能力。但是,由于受到知识的有限性、交往的片面性、专家的自利性以及资源的依赖性等众多因素的制约,新型智库核心能力提升仍然存在诸多的局限。创新是新型智库的灵魂,也是其可持续发展的不竭动力。新型智库核心能力提升的创新路径主要包括:以知识创新增进新型智库知识生产与应用能力;以协同创新增强新型智库政策研究与设计能力;以观念创新提升新型智库政策咨询与营销能力;以机制创新提高新型智库资源获取与增值能力。

As an important part of the national 'soft power'and 'discourse right',the new- type think tanks have profound influence in bringing forward policy suggestions to promote good governance of the state,leading social media to spread positive energy and enlighten the people. The core elements of the new- type think tanks include knowledge production and application capabilities,policy research and design capabilities,policy consulting and marketing capabilities,and resource acquisition and value- added capabilities. But due to many factors of restrictions,there still exist many limitations to the improvement of core competence of new- type think tanks. The innovative path for the promotion of the core competence of the new think tank mainly includes: promoting the knowledge production and application ability of new- type think tanks through knowledge innovation,enhancing the policy research and design ability through collaborative innovation,promoting the policy consulting and marketing ability through idea innovation,improving the resource acquisition and value- added capability through mechanism innovation.
