生态扶贫概念内涵的再认识：超越历史与西方的维度

A Reflection on Connotation of Idea for Ecological Poverty Alleviation:Surpassing the Historical and Western Dimensionality

采用各式各样的手段开展反贫困行动,是世界各国政策实施的常态,但回顾国内和国外此前已有的扶贫举措,大多表现为从纯经济的视角对贫困人群实施救助与扶持。随着社会经济的飞速发展和环境问题的凸显,中国反贫困行动应跃出纯经济的范畴,赋予其"文化生态"的新含义。将扶贫攻坚举措提升到生态文明的高度去加以考量,理应采取"生态扶贫"措施。其实质必将表现为,从单纯的经济行动跃升到追求文化生态公平公正的新高度。

It is common that every government in the world uses a variety of measures to fight against poverty. However,most of these salvage and supportive measures were adopted only from the angle of pure economy. With the rapid development of social economy and the prominence of environment issues,anti- poverty action has exceeded the category of pure economy,and has been endowed with new meaning of 'cultural ecosystem'. In China,the present poverty alleviation should not only satisfy the need of ecological civilization construction but also the urgent need of the reconstruction of harmonious relationship between human and environment. In the meantime,poor population should have their own dignity and self- confidence. Therefore,the present poverty alleviation measures in China should be considered from the angle of ecological civilization,and should urgently propose a concept of 'Ecosystem Services for Poverty Alleviation'( ESPA) which manifests a new higher transition from pursuing pure economic action to fairness of cultural ecosystem.
