恐怖活动对“一带一路”倡议实施的威胁评估与对策研究

The Threat Assessment and Countermeasure Research of Terrorist Activities on the Implementation of the“One Belt and One Road”Initiative

随着"一带一路"倡议的纵深推进,恐怖主义已成为袭扰沿线国家安全问题之首。"一带一路"沿线国家处于恐怖主义人员聚集地和活动频繁的"高风险"区域。通过对"一带一路"倡议安全面临的挑战分析、恐怖势力威胁评估,加强"一带一路"倡议安全下的反恐怖工作势在必行,这符合经济全球化与合作共赢的战略意图,契合总体国家安全观下的战略需要,迎合全球区域性合作并可带动中国社会发展。反恐怖主义战略构想应以全球治理为着力点和新安全观下的反恐怖合作为切入点,明确反恐怖战略安全目标,完善区域间的情报信息搜集与共享,强化区域性边境口岸重点人员管控,持续加强沿线国家的反恐怖协作能力,积极推动区域性反恐怖司法合作等反恐怖战略对策。

With the increasing promotion of the ＂One Belt and One Road＂initiative, terrorism has become a first national security issue of the countries along ＂One Belt and One Road＂, where terrorism gather and activities happen frequently, so they are ＂high risk＂ re- gions. Through challenges analysis faced by the ＂One Belt and One Road＂ initiative security, and terrorist threat assessment, strengthe- ning anti - terrorist on ＂One Belt and One Road＂ initiative security is imperative, which is consistent with the intention of economic glo- balization and cooperation and win - win strategy; with the strategic needs under the overall view of national security; and cater to the global regional cooperation and promote the development of Chinese society. The strategy of anti-terrorism should take the global gov- ernance as the focal point and the anti-terrorist cooperation under the new security concept as the breakthrough point, define security objectives of anti-terrorist strategy, improve regional information collection and sharing, strengthen the control of key personnel on re- gional border crossings, intensify anti-terrorist cooperation abilities of the countries along the belt continuously, and actively promote re- gional anti-terrorist judicial cooperation and other anti-terrorist strategies.
