摘要
为加强新疆地下水超采区治理工作,在对新疆地下水资源开发利用现状、地下水超采情况及近年治理措施进行分析的基础上,结合最严格水资源管理制度落实情况,针对新疆地下水超采的成因、引起的环境地质问题及水资源禀赋条件,提出了新疆地下水超采区治理的措施和建议。具体包括:建立健全地下水禁采区管理制度,制定退耕减水政策,加强地下水开发利用监督管理,制定地下水超采治理与管理评估考核方案等。
In order to strengthen governance and management for groundwater overdraft, the groundwater production, groundwater overdraft degree, total amount control indicators and governance effect were analyzed, combined with the most stringent water resource management policy, some ideas and strategies were proposed as follow： establish and improve the forbidden mining area; lay down return farmland policy; strengthen the supervision and administration; enact evaluation and assessment scheme.
