便民联系卡引发相关问题的思考

On Some Related Problems on Contacting Card for Citizens' Connvenience

2016年5月1日,在新疆维吾尔自治区推行了两年的"便民联系卡"制度宣布废止。其在流动人口管理过程中起到了积极的作用,但是,也暴露出了人口管理过程中的很多问题。比如在政策落实的具体实践中影响力不够,在执行过程中,执行人员对政策理解不足,易出现问题,引起群众不满。由此,应加大正面宣传力度,加强执行人员的培训和学习,制定科学务实的政策,落实优惠政策,并加强监督,明确权责。

On May 1, 2016, in Xinjiang, the system of Contacting Card for Citizens＂ Connvenience, existed for two years, was abolished. The system had played an aggressive role in the management of floating population, but there were many problems in the process. Some policies had no enough influence in the concrete fulfillment. Some enforce- ment officers carries out the policy rudely, causing the local residents＂ disaffection. We should enlarge the publicication strength, enhance the training of law enforcement officers, beneficial policies, improve the supervision and comfirm the draw up the scientific and practical policies, carry out the right and duty.
