The Governace of Haze Control Should Consider Rural Non-point Source Pollution

防治雾霾(雾霾是媒体的俗称,实际上近年困扰中国的主要是霾)是全社会的共同任务,需要多学科研究,跨部门系统、协调、全面治理。首先要了解霾的来源、本质和形成机理,才能彻底治理。本文认为农村面源氮污染也是形成霾的重要污染源之一,但是目前科研部门和政府部门提出的防治霾的措施中毫未提及,特别是北京还往往将来源不明的污染源归因于"外来"或"区域传输";应该加强霾的源解析。对于农村面源氮污染应充分利用某些低价的天然矿物原料或废石、尾矿配制缓释肥料,以减少其污染。

Fog ＆ haze governace （haze is commonly as known in media, actually plagued the haze mainly in recent years of China ） is a common task of the whole society, to need multidisciplinary research, inter-departmental, coordination and comprehensive governace system. First of all to understand the source of the haze, essence and formation mechanism, it can he completely cured. This paper argues that the rural non-point source nitrogen pollution is also one of the important sources of haze, but the current scientific research departments and governmental departments hadn＇t mentioned in the measures for the prevention and control of haze, especially in Beijing also often attribute source pollution sources to ＂external＂ or ＂regional transmission＂; We should strengthen the source of haze. For rural non-point source nitrogen pollution should make full use of some cheap natural mineral raw materials or waste rock, tailings mixed slow-re- lease fertilizer, in order to reduce its pollution.
