摘要
针对传统城市总体规划在应对规划实施中不确定性和非理性因素时所表现出的“刚性有余,弹性不足”问题,规划往往尝试将一定面积的土地预留作为动态控制的有条件待建设区来增强规划的适应能力和宏观调控能力,由此形成一种新增设的用地分区——弹性用地。通过相近概念及相关总规编制实践的研究,总结弹性用地的规划特点,以概念比较研究为基础界定弹性用地的基本内涵,并在不触及法定规划的刚性框架下,明确对弹性用地的多维控制办法。
In order to solve the problem of "exceeding rigidity but lack of flexibility" caused by the implementation uncertainty and irrationality in traditional urban general planning, there is a reservation of a certain size of lands which have good conditions for future construction, that is, flexible land. This paper is aimed to summarize the characteristics of flexible land planning and its multi-facet controlling and managing methods under the current urban general planning.
