新型城镇化背景下开发区发展策略初探——以昌吉高新区为例

An Exploration of Development Zone＇s Strategies under New-type Urbanization --Taking Changji Hi-tech Zone as an Example

以昌吉高新区为例，在研究分析其当前存在的土地利用粗放、产业层次偏低、功能相对单一、环境压力巨大等主要问题的基础上，基于新型城镇化背景提出昌吉高新区转型升级需要实施紧凑集约、提升产业、完善功能和区镇一体四项发展策略，并对高新区产城融合、地块规模、开发时序等重要问题进行探讨，提升转型升级的质量，推动昌吉高新区成为新型城镇化的重要载体。

Taking Changji Hi-tech Zone as an example, this paper analyzes the common problems of Chinese development zones, such as the inefficiency of land using, the low industry level and the high environment pressure etc. With the new-type urbanization, the paper illustrates how to implement four development strategies including compacting intensification, promoting industry level, improving functions and integrating district and town. Other important questions, such as the integration of city and industry production, the scale of land and the timeline of development, are also discussed for the transformation upgrading and to promote the Changji Hi-tech Zone as a key carrier of new urbanization.
