An Analysis of the Cultural Foundation of Social Power from National Governance Perspective

理清国家—社会—个体之间的权力关系,是国家治理现代化迫切需要解决的中心课题。关系的正确处理,基础前提是对这三方主体的理性认识。一直以来,国家权力在中国文化中就是一个核心词,不乏研究者;个体权力在中西方文化的碰撞中作为争议颇多的主题词,也被广为关注;唯有社会权力,不仅被忽视,甚至其存在都被质疑。以政治文化、社会心理为切入点,力证社会权力存在的合理性和必要性,并通过文化和心理的传播途径,即大众教育和信息网络的发展,透视社会权力演变的多种可能。

To clarify the power relationship between the state- society- individual is the central task of national governance modernization.The basic premise of handling the relationship correctly is the rational understanding of the subjects.The state power in Chinese culture is a core word to researchers all along;the individual power is also a controversia keyword in the collision of Chinese and Western culture that is widely concerned about;as for social power,not only is ignored,but also is questioned.This paper takes political culture and social psychology as an entry point to prove the rationality and necessity of social power.And it explores the various possibilities of the evolution of social power through analyzing the transmission of culture and psychology that is the development of mass education and information network.
