摘要
纵观美国对华贸易政策发展演变,始终离不开美国国会的影响与作用。美国国会具有法定的贸易领导权力,在制定对华贸易政策及其实施过程中担当重要的角色。本文以奥巴马政府时期第111-114届美国国会对华贸易政策为例,通过对国会对华贸易政策提案内容的分析和相关议员提案行为的比较研究,发现了基于传统同时又不同于传统的自由主义新特征,而这对研究中美经贸关系的发展具有重要意义。
According to the history of American trade policy to China,the effects of Congress cannot be neglected.The Congress of the United States,with its leading power based on Constitution,plays a significant role in the making and implementation of trade policy to China.This is a case study of the No.111-114 Congress of US's trade policy to China.There are two parts of this article,one is the content analysis on the related bills,the other is the comparative analysis on the Congressmen's behaviors about the bills.The research shows that the liberalism of the US Congress' s trade policy to China has some obvious new features,which are necessarily important for the future Sino-US trade and economic relations.
