陕甘宁边区时期党风廉政法制建设的经验与不足

Experience and shortcomings in the Construction of the Party Conduct and of an Honest and Clean Government in Shaanxi-Gansu-Ningxia Border Area

党风廉政法制建设是陕甘宁边区政权建设的重要举措,边区政府制定了严惩贪污浪费的单行法规,并通过行政立法将干部制度纳入到党风廉政法制建设中,在实践中取得了举世瞩目的成就。从严治党开启了陕甘宁边区党风廉政法制建设之路,调查研究奠定了陕甘宁边区党风廉政法制建设的基础,群众监督保证了陕甘宁边区党风廉政法制建设的顺利进行。但陕甘宁边区时期的党风廉政法律体系由文件、条例或规章构成,党风廉政法制建设以大规模的惩治贪腐运动与警示教育活动等方式展开,虽然在短期内构筑起兴廉肃贪的铜墙铁壁,让党员干部不愿也不敢贪腐,但这种以党和政府为主导的廉政法制建设并未过渡到以法律规范为核心的廉政法律制度建设,从权利角度制约官员不能贪腐的法律制度并未建立起来,这就为日后法制的人为破坏埋下了祸根。

The construction of the Party＇s work style and of building clean government was an important measures of the political construction of Shaanxi- Gansu- Ningxia border area,amd the government of border area made one-way regulations about punishing bribery and waste,which also put cadre system into the construction of the Party＇s work style and of building clean government and made a great achievement. Strengthening Party discipline opened the construction of the Party＇s work style and of building clean government in in Shaanxi- Gansu- Ningxia border area,research and survey laid the foundation for it,and masses＇ surveillance guaranteed the well going of it. However,the law system of the Party＇s work style and of building clean government were made up of documents and regulations,and the construction of the Party＇s work style and of building clean government were done with education activities. Though Party members didn＇t dare to corrupt in short time,legal system from right had not been established to restrict them,sowing seeds for future law breaking.
