摘要
职称是对人才从业水平的基本认定,职称评审事关人才队伍的整体素质。为便于深刻认识地方政府职称评审的现状,本文将以贵州省事业单位作为研究对象,进而分析职称评审的行为逻辑。调查发现,众多事业单位的工作人员并未客观认识职称评审的功用,反而将职称晋级误判为单纯的福利待遇,人社部门在职称评审环节又缺乏科学的运行手段,职称改革何去何从固然值得关注。要扭转职称评审的困境,必先明确职称评审的战略定位,并在分级分类、进退考核、行业参与、学用兼存等方面推行深层改革,才能推动职称评审向理性价值回归。
The title is the basic identity for the level of talent, and the title appraisal is related to the overall quality of the talents. In order to understand the situation of title appraisal, this article will take Guizhou Province as the research object, and analysis local gov-ernment, sbehavior logic of the title appraisal. Survey found that many public utilities, personnel did not objectively understand the function of title appraisal, instead regard the title promotion as pure welfare treatment, especially the personnel department lacks of sci-entific nature in the process of title appraisal, and the orientation of the title reform is worth attention. To reverse the plight of title ap-praisal ,we need clear its strategic position, and adopt such reform methods as classifying and categorizing, advance and retreat sys-tem, industry participation, and academic and technological compatibility, and also the conditions of title appraisal will get the more rational value.
