摘要
当前一些地方政府在公共管理实践中实施了ISO9000标准并取得了较好的成效。但是,作为一种从企业管理引入的理念,在地方政府的公共管理实践过程中,存在技术理性与公共理性的冲突、操作层面难以把握、制度相容性偏低、体系运行的持续动力不足等困境。结合江苏省淮安市实施ISO9000质量管理体系的典型个案,建议合理确立标准、加强认证培训、完善体制机制、注重动力机制,使地方政府在公共管理实践中能更好地运行ISO9000标准。
At present,some local governments have implemented ISO9000 standards in public management practice and achieved good results.However,as a kind of introduction from the concept of enterprise management,in the process of local government's public management practice,there are some dilemmas,such as the conflict between technical reason and public reason,difficulty on the operational level,low system compatibility,and lack of sustainable power.Combined with a typical case in Huai'an City of Jiangsu Province for the implementation of ISO9000 quality management system,it is suggested that the standard should be established reasonably,the certification training should be strengthened,the system mechanism should be improved,and the power mechanism should be paid attention to,so that the local government can run the ISO9000 standard better in the practice of public management.
