作为南海问题的非当事国及2016年东盟轮值主席国,老挝的南海政策为各方所关注。目前,老挝的南海政策包括希望和平解决争端;奉行较为谨慎的中立政策;反对南海问题的国际化及多边化;主张双边谈判解决矛盾。老挝南海政策的成因有自身外交传统、老挝与中国友好关系、老挝与越南特殊渊源以及对于国家安全的考量。老挝的南海政策有利于南海局势的稳定,推动东盟与中国的关系发展,促进东盟共同体建设,并对越南的南海政策产生一定影响。

At present, Laos＇ South China Sea policy includes peaceful settlement of disputes, pursuing a more cautious policy of neutrality, disapproval of the internationalization and multi - lateralization of South China Sea issue, and advocating bilateral negotiation to resolve conflict. There are many reasons for the policy, including Laos＇ diplomatic tradition, friendly relations between Laos and China, Laos and Vietnam＇ special relationship, and national security considera- tions. Laos＇ South China Sea policy is conductive to stabilizing the situation of South China Sea and promoting the development of ASEAN and China＇s relations. Also, it may facilitate the construction of the ASEAN Community and have certain influence on Vietnam＇s policy.
