With the fast pace of global information ization, the concept of top-secured network is gradually popular with the public. Top-secured network is crucial for national security, social stability and cultural inheritance. It is closely related to both personal and public information security, which might even affect legislation. In this paper, the context and details of top-secured network is firstly introduced. Then, the feasibility of building a top-secured network is proved by analyzing network security risks from various aspects. Building top-secured network requires mature network technologies.
