关于纪检监察机关运用函询处置问题线索的思考 被引量:3

摘要 党的十八大以来,中央纪委高度重视运用函询处置问题线索,体现了纪检监察机关处置问题线索方式的创新和监督执纪理念的转型。函询主要适用于比较轻微,带有一般性或较为笼统,可查性不强的问题。函询说明要由被反映人所在单位党组织和纪检组织主要负责人签字背书,通过审核把关起到担保、证明、监督作用,推动全面从严治党主体责任和监督责任落到实处。被反映人应如实向组织说明情况,认真书写函询说明,隐瞒、欺骗组织的要严肃处理,视情节轻重给予批评教育、组织处理或党纪处分。 Since the Eighteenth National Congress of the Party, the Central Discipline Inspection Commission has attached great importance to the application of inquiry letter to disposition of problem clues, which reflects that Discipline Inspection and Supervision Organs innovate the disposing method of clues and transform the concept of supervising and enforcing discipline. Inquiry letter is mainly applied to mild, common or more general problems or those with difficulty to verify. The statement of inquiry letter should be signed and endorsed by both the principal of the party organization and the principle of discipline inspection organization in the unit where the person being reported of problems works. By signing and endorsing the statement of inquiry letter, instead of a mere awareness of the content, the principal acknowledges that he or she has reviewed and checked the statement, and would guarantee and certify that the information in the statement? is true and correct, which promotes the implement of the responsibilities of the construction subjects of clean government and the oversight responsibilities. People being reported of problems should truthfully explain the problems to the organization and carefully write statement. Any concealment and deception will be severely punished, based on the seriousness of the circumstances, giving such punishment as criticism and education, organizational punishment or party disciplinary punishment.
