The restructuring of local universities into applied ones is much more like relocating and solidifying the school-running orientation of applied universities, rather than rechoosing orientation. The essence is to adjust the school-running with novel thinking and correct some deviations in the management process, so as to help the universities out of development predicament. Local universities should seize the strategic opportunity, identify the breakthrough point and make direct efforts to promote the restructuring process in 6 key dimensions： school-running philosophy, specialty development, teaching mode, faculty building, school- running system and administration structure, aimed at constructing an educational system and management mechanism which can match the objectives of applied universities.
