农民工融入城市社会的机制与政策研究

Mechanism and Policy Design to Promote Migrant Workers' Urban Integration

本研究在城乡一体化发展背景下,围绕农民工劳动力城市化、基本公共服务待遇城市化、人的权利的城市化,以机制分析(劳资协商机制、成本分担机制、社会参与机制)为核心,以政策问题(户籍政策、就业政策、社会保障政策、教育政策、住房政策、选举政策)探讨为重点,以农民工就业、公共服务、落户、子女教育、住房保障、选举等为主要研究问题,梳理农民工融入城市社会相关机制和政策,并深入剖析农民工融入城市的阻力来源与内容。在此基础之上,给出了推进农民工融入城市社会的政策建议。

How to promote migrant workers to integrate into urban society has become an important issue in the area of urban-rural integration since the18 th Communist Party Congress. This study aims to improve the percentage of population registered as permanent urban residents. Firstly, the necessity of migrant workers＇ urban integration is discussed. Secondly, the scale and willingness of migrant workers＇ urban integration this are analyzed. Then the relevant mechanism and policy issues are analyzed. Finally, suggestions on guaranteeing migrant workers＇ economic rights, political rights, social rights and culture rights are given in order to facilitate the integration.
